Our Purpose and Approach to Community Engagement

Planning Aid Wales is a value-based charity established to  enable informed, fair, and meaningful participation in planning, place planning, and placemaking from people and communities in Wales. We help people understand what decisions are being made, how and when they can influence them, and what constraints exist within the planning system, while working to improve how that system listens to and involves communities.

Our purpose is to facilitate meaningful engagement to add value to planning — not to manage, moderate, or dilute community views. Our approach is grounded in the findings of The Value of Engagement in Planning in Wales (view the reports here)

We do not promote or approve developments; defend policies; advocate for particular planning outcomes; and are not involved in planning decisions.

All our work is guided by clear principles:

  • Inclusion – enabling participation from a broad and diverse range of people, particularly those whose voices are less often heard.
  • Clarity – being honest and upfront about the purpose of engagement, what can and cannot be influenced, and how feedback will be used.
  • Independence – facilitating engagement impartially, without advocating for predetermined outcomes.
  • Respect – recognising the value of local knowledge, lived experience, and differing viewpoints.
  • Transparency – clearly explaining our role, our remit, and the limits of our involvement.

At its core, Planning Aid Wales exists to ensure that people and communities in Wales have the tools, confidence, and opportunity to participate effectively in decisions that shape the places they live — now and for future generations.
